Danbury Police: Sexual Assault in a Spousal Relationship

A Danbury man was charged with sexual assault because he forced his spouse into a sexual act, Danbury police said. A person charged with a crime is innocent until having been convicted in court.

Danbury Police charged Juan Tenesaca, 30, of East Liberty Street, with sexual assault in a spousal relationship on a Superior Court warrant. Police said Tenesaca forced his spouse to give him oral sex after striking her. Tenesaca was held on a $50,000 bond for a court appearance Thursday.

   Danbury police defined this crime using the following information from Connecticut criminal statutes. Sec. 53a-70b. Sexual assault in spousal or cohabiting relationship: Class B felony. (a) For the purposes of this section:

(1) "Sexual intercourse" means vaginal intercourse, anal intercourse, fellatio or cunnilingus between persons regardless of sex. Penetration, however slight, is sufficient to complete vaginal intercourse, anal intercourse or fellatio and does not require emission of semen. Penetration may be committed by an object manipulated by the actor into the genital or anal opening of the victim's body; and
 (2) "Use of force" means: (A) Use of a dangerous instrument; or (B) use of actual physical force or violence or superior physical strength against the victim.
  (b) No spouse or cohabitor shall compel the other spouse or cohabitor to engage in sexual intercourse by the use of force against such other spouse or cohabitor, or by the threat of the use of force against such other spouse or cohabitor which reasonably causes such other spouse or cohabitor to fear physical injury.   (c) Any person who violates any provision of this section shall be guilty of a class B felony.

It shows and compares what Danbury is paying per student compared to the rest of the state. Looking at the numbers, out of the 170+ districts in the state, Danbury pays the 8th LEAST amount per pupil. Out of the 10 districts in Connecticut that have over 10,000 students, Danbury ranks 2nd LOWEST in the state. This amount is about $3,000 less per pupil than the average of the state and the average of districts with 10,000+ students.

See staff cost summary on page 8 of the report. You'll also note our board of education plans to spend a bit more than 3 million dollars on supplies and materials plus a million on equipment. The budget represents a 5% increase from the prior year. On our district home page - http://www.danbury.k12.ct.us/ it says Danbury has 10,300 my calculator tells me that's about $12,000 per child in the district. With $12,000 per child, why are teachers paying for supplies? Hmm ... let me think ... 95% of the budget goes to staff salary and benefits for the long 185 day year .... I have a guess where the money goes. Do you?
